Manifesto

We are publishing this statement of purpose to generate meaningful and energetic discussions about the future of our Fully Homomorphic Encryption (FHE) community within the Web3 ecosystem.

Whereas FHE enables trust, security, privacy, data sovereignty and collaboration in the modern digital world, we must continually strive to collaborate, hold ourselves to the highest ethical standards and ensure that our collective efforts align with the core principles of Web3, openness, decentralization of power and ownership, transparency, and censorship resistance.

Every new result in FHE builds upon years of progress, research, and collaboration. The breakthroughs we celebrate today are the direct result of the dedication of countless cryptographers, researchers, and developers.

No single individual or entity can claim exclusive credit for the progress of FHE. Instead, we honor the shared contributions of the global community that has driven this field forward. Recognizing the collaborative nature of innovation ensures that FHE continues to develop with the values of fairness and inclusivity at its core.

FHE is an entirely new paradigm in computation. It is essential for advancing privacy-preserving machine learning, secure multi-party computations, decentralized finance, and applications that were previously deemed impossible. In Web3, FHE stands as a critical foundation for building systems that are not only secure but also trustless and transparent.

We envision FHE as a cornerstone technology in Web3—a technology that thrives on openness, collaboration, and equitable access. It must not only advance but also inspire confidence, trust, and ethical adoption.

The Web3 community must be rooted in truly open-source technologies supported by permissive licenses. Open collaboration accelerates innovation, reduces barriers, and democratizes access to tools and knowledge.

When intellectual property (IP) and patents are misused to block progress or stifle innovation, they harm not just individuals but the entire ecosystem. We reject any form of gatekeeping through restrictive or misleading licensing terms and commit to fostering a culture where openness is the standard.

Honesty and transparency are non-negotiable principles in our community. The rapid adoption and development of FHE technologies depend on the trust of researchers, developers, and users alike.

• Promote awareness of FHE’s transformative potential.
• Educate and empower users and developers to adopt and implement FHE solutions.
• Champion principles of openness, fairness, and trust throughout the ecosystem.

By weaving together the best ideas, talents, and energy from across the global community, we can ensure that FHE becomes a foundation for innovation that serves everyone.

For years, there has been an idea to create an alliance dedicated to promoting FHE in Web3. This alliance would act as:

• A collective hub for expertise and advocacy for privacy-preserving and trusted technologies.
• A platform to educate and inspire a broader audience of potential users and developers.
• A rallying point for shared values and principles that guide the ethical development of FHE technologies.

This manifesto serves as the foundation for this vision. We invite all who share these ideals to join us in this effort to shape the future of FHE in Web3.
